Planning applications,
every policy cited.

Most of a planning submission is argument from policy: why this scheme meets this local plan. That argument has to be specific and sourced, and an AI planning application tool that cannot show where each policy came from is worse than none.

Pixel illustration for Planning Applications: a guarded boundary holding an untrusted document outside a protected tool.

The real shape of the problem

AI for planning applications means drafting the written parts of a submission (design and access statements, planning statements, heritage and validation checklists) from the scheme, the site and the relevant local policies, with every policy reference cited so the architect or planning consultant can check it before submission.

In England the policy stack is the National Planning Policy Framework, the local plan, supplementary planning documents and any neighbourhood plan, and each local planning authority publishes its own validation list. In Spain the equivalent is the municipal planning instruments (plan general, ordenanzas) and the licencia de obras process. The documents are long, the structure is familiar, and the failure that matters is a confident sentence citing a policy that does not say what the sentence claims.

So the system retrieves the actual policy text for the site’s authority and the current plan version, quotes it, and argues from it. Where it cannot find a policy for a point, it says so rather than filling the gap.

What it handles

01

Statements, drafted

Design and access statements and planning statements structured to the authority’s expectations, drafted from the scheme drawings, brief and your past successful submissions.
02

Policy cited, not paraphrased

Each policy is quoted with its plan, version and paragraph, so an officer reading the statement can find it and so can you before it goes in.
03

Validation checklist

The authority’s local validation list read against the documents you hold, with what is missing listed before submission rather than after an invalid letter.
04

Not: a planning judgement

Whether a scheme is likely to be approved, and the strategy for arguing it, belong to the architect and planning consultant. The system drafts and checks; it does not predict outcomes.

How we validate it

The test set is your own past applications, including refusals. We check that each policy citation in a draft exists in the plan version that applied, and that the draft raises the issues the officer’s report later turned on. Citation accuracy is a gate: a draft with an unverifiable reference does not leave the system.

Plans change, so the policy index is versioned by authority and adoption date, and each draft records which version it used. Submission through the Planning Portal or the municipal sede electrónica stays a human step. For the specification work that follows consent, see specification writing.

Questions

Questions about Planning Applications.

Can AI write a design and access statement?

It can draft one from the drawings, brief and site, structured the way your authority expects and citing the local policies it relies on. An architect still needs to read it, correct the design reasoning and sign it off, because the statement represents the scheme to the planning officer and the applicant answers for any error in it.

Can AI tell us whether planning permission will be granted?

No, and we do not build systems that claim to. Planning decisions involve officer judgement, consultation responses and sometimes committee politics. The system can show how comparable past applications on similar sites were decided, which is useful context for a planner, but the assessment of likely outcome stays with a professional.

Does it work outside England?

Yes, provided the policy documents for the authority are published and can be indexed. The structure of the work is the same in Scotland, Wales or Spain; the policy sources, document names and validation rules differ, so each authority is configured and tested separately before it is used on live applications.
