Europe has tried to speed renewables permitting up. The revised Renewable Energy Directive, (EU) 2023/2413, sets permit-granting deadlines and asks member states to designate renewables acceleration areas. In Spain, projects move through prior and construction administrative authorisations alongside environmental assessment; in England and Wales, the largest go through the development consent regime for nationally significant infrastructure. The procedures differ; the document burden does not.
Most of that burden is consistency. The noise chapter must use the same turbine model as the landscape chapter. The response to a consultee must match what the ecology survey found. A condition discharged at one stage must not contradict a commitment made at another. When this goes wrong, it is rarely a technical failing; it is a document that was not updated when another one was.
