Maritime & Ports

FuelEU and ETS,
from the noon report.

Shipping emissions reporting now decides how many allowances a company surrenders and whether it owes a FuelEU penalty. We build the data layer that reconciles fuel records per voyage and leaves a trail a verifier can follow.

Three regimes, one dataset

Three overlapping EU rules now apply to ships of 5,000 gross tonnage and above calling at EU ports. The MRV Regulation, (EU) 2015/757, requires monitoring and verified reporting of fuel and emissions. The EU ETS, extended to shipping from 2024, requires the shipping company to surrender allowances for those emissions, phased in over 2024 to 2026 and including methane and nitrous oxide from 2026. FuelEU Maritime, Regulation (EU) 2023/1805, has applied since 1 January 2025 and limits the well-to-wake greenhouse gas intensity of the energy a ship uses, tightening every five years.

All three draw on the same underlying data: fuel consumed by type, per voyage and per port stay, with emission factors. That data starts in noon reports, bunker delivery notes and tank soundings, which disagree more often than anyone would like. An error now costs allowances, or a FuelEU deficit, and has to be corrected before verification.

What it does and what it leaves to people

01

Fuel reconciliation per voyage

Noon reports, bunker delivery notes and soundings compared for every voyage and port stay. Gaps and disagreements listed with their sources, before the figures are used.
02

Voyage scope and allocation

Each voyage classified as intra-EU, to or from the EU, or at berth, so the right share of emissions and energy is counted under each regime.
03

Charter party cost clauses

ETS and FuelEU clauses read from the charter party, so the operator can see who bears the allowance cost or the deficit for each voyage.
04

Not: verification or submission

Emission reports are verified by an accredited verifier and submitted by the company. Pooling, banking and borrowing decisions under FuelEU are commercial choices your team makes.

Questions

Questions about Shipping Emissions Reporting.

What is FuelEU Maritime?

FuelEU Maritime is Regulation (EU) 2023/1805, which has applied since 1 January 2025 to ships of 5,000 gross tonnage and above calling at EU ports. It limits the well-to-wake greenhouse gas intensity of the energy used on board, with the limit tightening every five years to 2050, and adds onshore power requirements for some ship types at berth. Ships over the limit can pool, bank or borrow compliance, or pay a penalty.

How does the EU ETS apply to shipping?

Since 2024 shipping companies must surrender EU allowances for emissions from voyages within the EU, half of emissions on voyages into or out of the EU, and emissions at berth in EU ports. The obligation was phased in across 2024 to 2026 and expanded to methane and nitrous oxide from 2026. Emissions are monitored and verified under the MRV Regulation.

Can AI prepare MRV and FuelEU reports?

It can prepare the data: extracting fuel figures from noon reports and bunker delivery notes, reconciling them, classifying voyages and calculating figures under your monitoring plan, with every number traceable to its source. Verification is done by an accredited verifier, and submission and compliance decisions are made by your company.

Who pays for ETS allowances under a time charter?

It depends on the charter party. Standard clauses, such as those published by BIMCO for the ETS and FuelEU, allocate costs between owner and charterer, and many charter parties carry bespoke wording. Our system reads the clause and shows the allocation per voyage; the commercial and legal interpretation is for your team.
